In the original proposals the DoH defined children as anyone under the age of 18 and put forward wide-ranging restrictions, including on packaging and point of sale promotion, based on stringent nutrition criteria.
The DoH has been revising its proposals since, following engagement with industry, and a new proposal became available to Norwegian industry representatives. This proposal suggests defining a child as anyone below age 15 and restrictions on packaging and point of sale are understood to have been dropped. The revised proposal is being analysed in more detail and translated by industry associations in Norway.
The DoH has made it understood that this regulation would only be adopted if industry does not manage to agree an acceptable self-regulatory solution by May 2013. The regulation would not need to be passed by Parliament, so that it would be possible for DoH to adopt it before the September 2013 legislative elections.
Norwegian industry associations including ANFO will review the revised proposal from DoH in detail and seek to establish grounds for a possible compromise based on a self-regulatory approach. WFA will share with Norwegian industry examples of international practice with regard to age definitions.
