The project will include the establishment of a farm to house 5,000 cows, and a milk processing plant with a daily capacity of 150,000 metric tonnes.
The cost of the project is estimated at $262m and the business will be owned by Aurora Organic Dairy, a subsidiary of Moloko Holdings Inc.
With organic milk commanding prices around 50% higher than regular milk, the product will be marketed through large supermarket chains such as Magnit, X5 Retail and Auchan.
